What happens when no one remembers why a person is living in a state facility? They stay there until someone investigates whether they need to be there.
Two disability-rights group are suing OMRDD for refusing to release the records of residents in the O.D. Heck Center. The advocates were trying to determine whether there was a possibility that the Center was warehousing people who might be better off in community settings.
